The US Department of Commerce issued a statement on the same day, saying that it was initially determined that China's crystalline silicon photovoltaic products exported to the United States received excessive government subsidies, with a subsidy range of 18.56% to 35.21%. Based on the preliminary results of the subsidy, the US Department of Commerce will notify the US Customs to impose a corresponding margin on the above-mentioned products exported by China.
In response to a complaint from the German branch of the German photovoltaic giant Solar World, the US Department of Commerce initiated an anti-dumping and countervailing ("double-reverse") investigation on crystalline silicon photovoltaic products imported from China on January 23 this year.
According to the US procedures, the US Department of Commerce and the US International Trade Commission will finalize the above investigations in August and October, respectively. If both institutions make a positive final ruling, it is determined that such products imported from China cause substantial damage or threat to the relevant industries in the United States. The US Department of Commerce will require US Customs to impose anti-dumping and countervailing duties on related products.
Previously, the US Department of Commerce ruled in 2012 that it would impose an anti-dumping duty of 18.32% to 249.96% on China's crystalline silicon photovoltaic cells and components, and a countervailing duty of 14.78% to 15.97%.
American think tank scholars and the American Solar Industry Association have repeatedly warned that many US solar manufacturers rely on the global PV supply chain, and the US levy of "double-reverse" tariffs will also harm the interests of downstream companies in the US solar industry.
The Chinese Ministry of Commerce has repeatedly stated that it hopes that the US government will abide by its commitment to oppose trade protectionism, jointly safeguard a free, open and fair international trade environment, and properly handle trade frictions in a more rational way.
