[Comprehensive] Withdrawing the State Administration for Industry and Commerce, the General Administration of Quality Supervision, the State Administration of Work Safety, and the Bureau of Food and Drug Administration, set up the State Market Supervision

Extra! At the upcoming NPC meeting, the State Council's institutions will undergo tremendous changes, and the newly formed State Department will be reduced from the original 27 to 18.

The adjustment scheme is as follows:

State Department restructuring

1. The National Development and Reform Commission further receives power and changes the duties of the National Development and Reform Commission. Completely abolish the NDRC's micro-management and specific examination and approval matters, gradually transform its main functions into the formulation and research of macro planning. The full name of the NDRC was changed to the National Development and Reform Planning Committee.

2. Cancel the Ministry of Science and Technology. To integrate the functions of scientific research planning and management of the Ministry of Science into the Ministry of Education and the Ministry of Education into the Ministry of Education Science.

3. Integrate the science and technology management functions of the Ministry of Science and Technology into the Ministry of Industry and Information Technology. Change the Ministry of Industry and Information Technology to the Ministry of Industry and Information Technology.

4. Withdraw the Ministry of Land and Resources. Integrate the resource management functions of the Ministry of Land and Resources into the Ministry of Environmental Protection and set up the Ministry of Environment and Resources. The land planning and management functions of the former Ministry of Land and Resources were assigned to the Ministry of Construction.

5. Withdraw the Ministry of Water Resources. Merge the Ministry of Water Resources with the Ministry of Agriculture to form the Ministry of Agriculture.

6. Withdraw the Family Planning Commission. The Family Planning Commission was merged with the Ministry of Health to form the Ministry of Population and Health.

7. Merge the audit department with the supervision department. Renamed the Supervision and Audit Department.

8. Merge the Department of Human Resources and Social Labor Security with the Ministry of Civil Affairs. Renamed the Ministry of Social Work. Responsible for employment, social security, social assistance, and community registration matters. The functions of the administrative divisions of the former Ministry of Civil Affairs were reviewed and assigned to the National Development and Reform Commission.

9. Basically maintain the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Commerce, the Ministry of Public Security, the Ministry of National Security, the Ministry of Justice, and the People's Bank of China.

10. To ensure the independence of monetary policy, the People's Bank of China is no longer a constituent department of the State Council, but is an independent state agency and ranks with the Supreme People's Procuratorate and the Supreme People's Court.

11. The Ministry of National Security has been reduced to a state institution directly under the State Council and renamed the National Security Administration.

12. The merger of the National Ethnic Council and the State Bureau for Religious Affairs with the Overseas Chinese Affairs Office of the State Council, the Hong Kong and Macao Affairs Office, and the Taiwan Affairs Office. It was reorganized and named the National Peace Reunification Commission.

Adjustment of institutions directly under the State Council

1. Revocation of the State Administration of Taxation. Consolidate the functions of the former State Administration of Taxation into the Ministry of Finance. In local areas, the local tax bureau is cancelled.

2. The State Administration for Industry and Commerce, the General Administration of Quality Supervision, the State Administration of Work Safety, and the Bureau of Food and Drug Control were revoked. The former State Administration for Industry and Commerce, the General Administration of Quality Supervision, the State Administration of Work Safety, and the Food and Drug Administration under the Ministry of Health were merged and reorganized and named as the State Market Order Supervision and Administration Bureau.

3. Withdrawal of the State Administration of Radio, Film and Television, the State Press and Publication Administration and the State General Administration of Sport. The former State Administration of Radio, Film and Television, the State Press and Publication Administration, and the State General Administration of Sports will be merged into the Ministry of Culture.

4, cancel the National Bureau of Statistics. The former National Bureau of Statistics merged into the National Development and Reform Commission.

5. Cancel the State Forestry Administration. The former State Forestry Administration merged with the Ministry of Agriculture.

6. Withdraw the State Intellectual Property Office. The former Intellectual Property Office was merged into the Ministry of Education and Science.

7. Revocation of the National Tourism Administration and Cultural Relics Administration. The former National Tourism Administration and Cultural Relics Administration merged into the Ministry of Culture.

8. Withdraw the State Bureau of Religious Affairs. The former State Bureau for Religious Affairs merged with the National Civil Affairs Commission; the Overseas Chinese Affairs Office of the State Council, the Hong Kong and Macao Affairs Office, and the Taiwan Affairs Office merged and reorganized and was named Hong Kong, Macao, Taiwan, Overseas Chinese and Ethnic Religious Affairs Commission.

9. The State Administration Authority and the National Preservation Bureau were merged into the Ministry of Supervision to become the State Bureau under the Ministry of Supervision.

State Council Offices Adjustments (Office of the State Council to be Cancelled) State Office Administrative Institutions Adjustments (Office of the State Council to be Cancelled)

1. The Overseas Chinese Affairs Office of the State Council, the Hong Kong and Macao Affairs Office and the Taiwan Affairs Office were merged into the Hong Kong, Macao, Taiwan, Overseas Chinese and Ethnic and Religious Affairs Commissions.

2. The Legal Affairs Office of the State Council was merged into the Ministry of Justice.

3. The planning functions of the Research Office of the State Council were incorporated into the NDRC. The drafting of documents was incorporated into the General Office of the State Council.

4. The State Council Information Office and the State Archives Bureau merged into the General Office of the State Council.

Adjustment of institutions directly under the State Council

1. The Development Research Center of the State Council was incorporated into the National Development and Reform Commission.

2. Xinhua News Agency implemented the reform of the enterprise system.

3. Merge Seismological Bureau and Meteorological Bureau. The establishment of an earthquake and meteorological research center is defined as an official scientific research institution.

4. The Chinese Academy of Sciences, the Academy of Engineering, and the Academy of Social Sciences no longer serve as public institutions and are transformed into government-run research institutes.

5. The merger of the China Banking Regulatory Commission, China Securities Regulatory Commission and China Insurance Regulatory Commission, and the establishment of the State Administration of Finance Supervision and Administration, becoming one of the agencies directly under the State Council.

6. The revocation of the Electricity Regulatory Commission and the establishment of a new state energy regulatory authority directly under the State Council.

7. The Social Security Foundation and the Nature Foundation will be transformed into enterprises.

National Bureau of State Administration Regulation

1. The State Letters and Calls Bureau will be placed under the administration of the Ministry of Justice.

2. The State Food Administration will be placed under the management of the Ministry of Agriculture.

3. Cancel the National Energy Administration. The energy development planning function will be assigned to the Ministry of Environment and Resources, and the energy price regulation function will be assigned to the newly established Energy Supervision and Administration Bureau.

4. The Civil Aviation Administration of China is changed to the National Civil Aviation Administration.

5. The State Food and Drug Administration is assigned to the newly established market supervision authority directly under the State Council.

6. The coal supervision bureau will be incorporated into the market supervision and management bureau.
